Those who started the informational defamation of the academics’ letter demanding public discussion of the transfer of the Norilsk Nickel Copper Plant to China were probably inspired by the classic Soviet pop singer Arkady Raikin.
His official hero, instead of giving a substantive answer to specific questions, “launched a dummy” – organized a stream of absurd formal letters (he is asked about pumps, and he answers about wheels) in order to stall for time: “and during this time either the pumps will be cancelled, or the plant will be reorganized, or the ministry will be liquidated.” In post-Soviet realities, this is called “making the topic sick.”
So, on the topic of the academics’ letter, Norilsk Nickel began to fill the “telegram” with info-slag, where the background of the petition authors is examined (they say that they are not metallurgists, but oil workers), the movement of the text through the authorities is traced in detail, and even the ideological inspirer of the letter is named – former Krasnoyarsk Governor Alexander Uss. But – there is not a word on the merits of a substantive discussion at the federal and regional levels of the transfer of the Copper Plant, taking into account the strategic importance of Norilsk Nickel. However, the organization of a political scandal around the current senator, who correctly formulates issues of national importance, and the overwhelming negativity towards respected academics only emphasizes the fact that the owner of Norilsk Nickel has no ironclad arguments in favor of his "Chinese project". However, Potanin has an example to follow. At one time, the oligarch’s spiritual mentor Chubais, with whom they together deceived the country at "loans for shares auctions" (the former invented them, the latter voiced them), used the same strategy of defamation of opponents of the reform of RAO UES of Russia that he initiated and played the fool in response to petitions from energy workers, shareholders and scientists with justified, as time has shown, concern about the results of the so-called restructuring of the energy holding.
Now few doubt the failure of Chubais’ plan to divide the country’s unified energy field, which did not lead to any of the stated goals - increasing the efficiency and reliability of energy supply, reducing prices, developing technologies. It seems that Potanin needs the information "fool" precisely to solve the same problems.
